Our Story
Care Services North West was formed by the director Billy Mulvaney who has worked in specialist education and social care for 17 years across a wide range of care services including children’s homes, short breaks provisions and secure children’s homes.
Billy Mulvaney is an experienced and qualified senior leader with a wealth of operational and strategical experience whose specialities are Ofsted Regulations, compliance, Inspection, special educational needs and robust safeguarding. Billy has worked high acuity, complex and challenging behaviours, social emotional and mental health needs, physical disabilities, learning difficulties, profound and multiple difficulties along with other cognitive and development impairments from a wide range of backgrounds and cultures within therapeutic services that passionately supports young people building emotional, resilience and independence ready for adult life.
Billy has competent knowledge of Policies and Procedures inclusive of Ofsted’s Quality Standards, Children’s Home Regulations 2015, Children’s Act 2004, Leaving Care Act 2000, Working together to safeguard children 2018 / Multi agency working, Data Protection 1998, Education Act 2011, SEN code of Practice 2015
Billy was a looked after child living in foster care and residential homes from the age of 5 until adulthood. Billy’s lived experience helps feel connected to children who have not had the best experiences in life giving him understanding, compassion, commitment and dedication to support children to become emotionally resilient and become ‘the very best version of themselves’ Billy personal and professional experience bringing a passion to support services helping them provide the very best care for children.

Care Services North West offers a range of consulting services for both new and existing services ranging from supporting start-up services to ongoing quality assurance, monitoring and development for established companies and local authorities.
Our Consultancy Work
Care Services North West has been conducts consultancy work, support visits, Regulation 44 visits, Quality Inspection and Quality audits within various social care services for providers and local authorities.
Consultancy work uses holistic assessment and evidence-based findings that form the assessment for the evaluation and findings. The findings are based on gathering evidence of children’s outcomes and impact using triangulation from a range of available evidence. The findings would generate recommendations to meet the regulatory requirements, improve the quality of care and sufficiently and robustly protect children from harm.
All work carried out is underpinned by being a critical friend using extensive professional curiosity which is fundamental to ensure support remains robust, thorough and evidence based with fair judgements putting children and their outcomes at the forefront of all work building strong meaningful relationships with senior leaders in the provisions.
My passion and substantial experience of managing care planning, identifying, assessing, planning, delivering, monitoring, evaluating outcomes, lessons learnt, reflective practice to improve the quality of services for children using proficient comprehensive and methodical approach ensures robust, consistent and effective rigorous professional challenge and dissemination of good practice
Consultancy work is captured within robust evaluative reports collating and presenting evidence with a responsibility and accountability for raising standards and improving the lives of children and young people in a robust, consistent, effective and efficient manner.
