Care Services North West was founded in April 2022 by the company director Billy Mulvaney a care experienced successful senior leader in social care.
Billy has devoted his life to social care and had supported vast amounts specialist services and providers across local authorities and the private sector. Billy has a welfare of knowledge, skills, experience and passion for exceptional services for exceptional children.
Care Services North West is an established and well-respected national consultancy company supporting providers with registration and compliance. We have a strong team of qualified and experienced consultants with senior leadership experience understanding the complexities, challenges and successes in enhancing the quality of care within residential childcare.
Our services offer first class experienced and expertise in quality assurance providing thorough and insightful reviews, offering constructive guidance to both the organisation and management teams, ensuring the continuous improvement of the homes and positive outcomes for children and young people.
We specialise in supporting the registration journey with the regulatory body Ofsted for regulated services including registered children’s home and registered supported accommodation service.
We support providers from the initial outset to pre-registration preparation audit visits and ongoing consultancy support in the form of compliance monitoring, regulation 44 visits and quality assurance. We provide supplementary service including reduce rates with our business partners including EE, BT, Care Check DBS services, Qualifications fundings, various training courses, coaching and mentoring services.
We are nationally known for exceptional services that are highly recommended for new
and existing providers that are small and larger organisations. We work across the UK and have strong links across the North West, West Midlands, Lancashire, Yorkshire and
Humber regions.
Our services are chargeable subject to our service level agreement terms, for new customers there is a 50% deposit for the service requested and balance due within 14 days. We are unable to offer any credit facilities or reduced rates from the above. Please
do not be offended if any proposed reduce costings are reduced.
We recommend advance booking for all services due to ensure capacity to support you in a timely manner. We are increasingly busy in the peak season with us typically during March – August and November – December.
About Billy Mulvaney
From the age of five, Director of Care Services North West Billy Mulvaney grew up in foster care and residential homes. His childhood experiences shaped a deep understanding of what young people in care truly need not just to survive, but to thrive.
Today, Billy is an award-winning senior consultant and the founder of Care Services North West, with over 20 years’ experience in children’s residential care. He has held key roles across secure units, short breaks services, and therapeutic homes, working with high-acuity needs, trauma, and complex safeguarding environments.
Billy’s lived experience drives his passion. His mission is clear: to help providers deliver the kind of care he once needed, consistent, safe, emotionally intelligent, and Ofsted-ready.
